SPLASH was formed as an organisation in 1988 by the five Tenants Associations in Blackwall - initially as the Blackwall community's response to the setting up of the seven London Borough of Tower Hamlets neighbourhoods. We woke up one day to find ourselves in a no-man's land: we had become a part of the Island Neighbourhood - who, of course, did not regard us as a part of the Isle of Dogs - and we were no longer the responsibility of Poplar, despite our address remaining Poplar E14.
The building of the Limehouse Link and the demolition of 500 council homes were the additional reasons why SPLASH came into being in March 1988. Since then each of our estate communities have worked hard to develop all sorts of actions and activities to raise the quality of all our lives and build the confidence of our community - and to represent the interests, views and needs of all the people in the area.
Other estates that are not represented by a TRA (Tenants' & Residents’ Association) are encouraged and welcome to come under the SPLASH umbrella and take part in the decisions affecting us all.
